Use this evidence checklist to assess a China mugwort sourcing partner’s identity, factory access, product records, specifications and boundaries.
What proves that the sourcing partner is an accountable business?
The partner should disclose a verifiable contracting entity, responsible people, operating contact details and the exact commercial role it will perform.
A buyer should be able to identify the legal entity that signs the service agreement or sales contract, issues the invoice and receives payment. The public company profile should use the same approved English name, address and contact information across the website, quotations, email domain and documents. If a brand name differs from the legal entity, the relationship should be explained. Anonymous contact forms and a product catalog do not provide enough accountability for a commercial project.
The site should identify real operating roles rather than inventing authority. An editorial team can explain category research. A supply review team can check source attribution, specifications and commercial boundaries. The project record should name the person who coordinates the buyer brief and the person who approves a sourcing recommendation. Professional biographies should state actual experience and responsibilities without unsupported years, client counts or credentials.
The commercial role must be explicit. The partner may provide managed sourcing, act as seller for selected products, coordinate OEM development or arrange defined inspection and consolidation. Those roles change contracts, payment, document flow and responsibility. A buyer should not have to discover after an issue whether the partner considered itself an introducer, agent, trader, exporter or service provider.
For the current Moxa Sourcing launch, the full public legal-entity and team pack is still an evidence requirement. The method and category scope can be published now, but an accountable entity page should be completed before the site asks buyers to transfer meaningful funds. This is an example of a missing item becoming a transparent launch gate rather than a fabricated company history.

What proves that the partner understands the mugwort category?
Category competence is shown by product-family distinctions, source interpretation and better buyer decisions, not by the number of catalog images.
A credible partner can explain why moxa rolls, loose wool, low-smoke sticks, warming patches, steam eye masks, oils, hydrosols, foot-bath sachets, tools and textiles require different manufacturing and approval paths. It can identify the main failure modes for each family and request the right evidence. It does not use one generic ‘mugwort quality’ checklist across products with unrelated processes.
It should also interpret cluster evidence correctly. Nanyang and Qichun are documented mugwort-industry clusters. Public sources describe substantial cultivation, many businesses and wide product development. Those facts justify a focused supply network. They do not prove that the sourcing partner knows every factory, that every product is export-ready or that a supplier occupies a particular size rank. The partner should cite the regional source and then show separate relationship evidence.
Product-specific public records provide another test. A license record for a named moxa-processing company supports its stated entity, site, scope and validity; it does not cover unrelated patches, liquids or tools. A geographical-indication authorized-user directory supports a named company’s listed status at the data date; it does not qualify every product automatically. A partner that keeps those limits visible is more useful than one that turns every document into a sales badge.
The content should improve an RFQ. After reading it, the buyer should know which product identity, composition, dimensions, packaging, tests, destination and responsibility fields to provide. If the partner’s material contains only tradition, factory photographs and broad service promises, it has not yet demonstrated that it can control an order.
What proves direct factory access and a real working relationship?
Dated visit evidence and redacted commercial or sample records should connect the partner to the named supplier and relevant product process.
A partner that claims factory access should be able to show when the visit happened, who attended, which site was visited, what process areas were observed and which questions remained open. Suitable evidence can include the exterior sign, address, production area, material storage, packing area, meeting record and captions. The record should distinguish what was observed from what the supplier stated or displayed in documents.
Visits need product context. A photograph beside a production line does not show that the line makes the buyer’s SKU, that the visitors reviewed its controls or that future production will occur there. The visit checklist should trace the proposed family through the relevant process. When another local workshop makes tools, textiles or another component, that manufacturing and inspection structure should be disclosed.
A redacted purchase order, invoice, sample request, contract or payment record shows that work moved beyond public research. Sensitive prices, bank details, formulas and customer information can be removed. The remaining record should show supplier identity, date, product category and stage. If a related company invoiced or manufactured, the structure should be stated rather than simplified for marketing.
Permission is separate from evidence. A supplier may allow a visit or transaction without authorizing use of its logo, employees, certificates or factory images on another company’s website. Named partner cards require written permission for the exact wording and assets. Until it is obtained, the partner can describe an anonymized supply path and show its method without implying endorsement.

What product evidence should the partner show?
It should show how a product reference becomes an approved sample, written specification, controlled change and inspection decision.
The starting reference may be a supplier catalog row, website, marketplace offer or physical sample. The partner identifies the source and does not describe it as approved. It then records the sample code, configuration, supplier, proposed manufacturer, date, measurements, observations, documents and open questions. Competing samples are compared using the same family-specific method.
The approved result is converted into a written specification. For moxa consumables, that may include material declaration, grade definition, dimensions, wrapping, count, burn-observation method and packaging. For patches, it includes formula or fill reference, substrate, adhesive, size, pouch, profile method and artwork. For oils and hydrosols, it includes complete composition direction, dilution or preservation status, fill, container, leakage, stability and microbiological planning.
The partner should be able to show a redacted form or case demonstrating the sequence. It need not reveal the formula or price. It should show that versions, decisions and owners exist. The change-control record identifies what happens if the factory proposes a new material, component, formula, artwork, site or process. The inspection plan then draws acceptance points from the approved specification.
Moxa Sourcing’s public end-to-end case remains to be completed. Development work on a mugwort oil and hydrosol can become that case after the order record, formula or specification, approved sample, packaging and test plan are finalized and permission is obtained. Until then, this article describes what buyers should require and what the launch evidence pack still needs; it does not present a planned case as a completed external endorsement.
How should conflicts and adverse media be handled?
They should trigger documented enhanced due diligence, with the public endorsement paused until the explanation and corrective controls are credible.
A supplier conflict can be simple or material. A different English spelling may be administrative. A different legal entity, establishment date, production site or certificate holder can change responsibility. The sourcing partner should record both sources, ask for the relationship and retain documents. It should not select whichever date creates a longer history.
Henan Huainan Hall provides a current example. Its English catalog states a 2015 establishment date and ten years of experience, while the public corporate-information record reviewed for the current named legal entity lists a March 2022 establishment date. The supplier may have a predecessor, related-company or founder-history explanation, but that relationship requires documents. Until then, the ten-year entity claim should not appear as verified copy.
A 2026 Beijing News investigation also connected a customized product manufactured by Huainan Hall with misleading or fabricated technical-support language in a related-company arrangement. This is an independent news investigation, not a judicial decision. It remains relevant because a sourcing partner must assess artwork, claims approval and related-company governance. The supplier should provide a signed response, corrective action, current legal records and a packaging-approval procedure.
Before that enhanced review closes, Huainan Hall is not used as a flagship trust endorsement on the Moxa Sourcing website. Product references can be evaluated internally with heightened claims and label controls. This transparent boundary demonstrates the purpose of the evidence system: a relationship or attractive catalog does not override unresolved governance risk.

What responsibility evidence should the partner show?
The partner should show who owns manufacturing, coordination, destination decisions, transport and clearance, with no promise that one party solves every issue.
The factory manufactures to the agreed specification and supplies agreed factory records. The sourcing partner performs the written China-side coordination scope. The buyer or importer controls destination classification, registration, final label and claims, importer arrangements, customs clearance and local sale authorization. Freight and customs providers perform the transport or filing services they accept. These roles may be adjusted by contract, but they cannot remain implicit.
A responsibility matrix should identify each decision, evidence, owner and date. It includes formula or material, sample approval, specification, testing, artwork, certification, origin, commercial invoice, packing list, classification, importer, broker and shipment release. It also states who pays for work and who approves a deviation. The matrix is updated when the product or route changes.
The European Commission import guide illustrates why the buyer side cannot be omitted: importers must check conditions, product requirements and labeling, and customs clearance may be filed by the importer or an appointed representative. Requirements differ by product and destination. A sourcing partner can coordinate inputs, but it cannot offer a universal compliance or clearance promise.
Evidence of limits is itself a trust signal. The site should say when a point is public verified, supplier stated, sample required, buyer-market dependent or missing. Buyers can then decide whether the remaining work fits their budget and timing. A confident but undefined ‘one-stop export solution’ gives less decision value.

What should a buyer request in the first evidence pack?
Request a concise pack that proves identity, category method, relationship, product control and responsibility before requesting extensive confidential material.
Begin with the partner’s legal entity, contact person, service scope and payment structure. Ask for its category map and one example of how it distinguishes moxa consumables, patches, liquids and tools. Request two or more public sources with notes explaining what they support. This quickly reveals whether the partner can interpret evidence or merely collect links.
For a named supplier recommendation, ask for the legal seller, actual manufacturer, site, relationship status, relevant public records, sample status and publication authorization. The partner can protect confidential details while showing a redacted visit or transaction record. If it will not identify the manufacturer even under an appropriate commercial arrangement, the buyer cannot assess the proposed risk.
For the product, ask for a starting specification, open-question list and sample plan. The pack should distinguish confirmed facts, supplier statements, sample-required points and buyer-market decisions. It should show what will control production and what happens if the factory changes a material, formula, component, site or artwork.
Finally, ask for the responsibility and gate table. Before deposit, printing and shipment, which evidence must be approved, and by whom? A credible partner will not promise that every answer is already available. It will make the next answer obtainable and prevent the project from crossing an irreversible gate while a critical decision remains open.
