A transparent process for verifying a China mugwort supplier through entity records, source labels, factory review, samples and written controls.
What are the evidence levels in a supplier verification file?
The file separates public verification, internal confirmation, sample-required points, buyer-market decisions and missing evidence instead of blending them into one confidence statement.
Public-verified evidence comes from an accessible source and supports a defined fact. A government industry report can support a regional statistic. A public license can support the named holder, site, scope and validity shown. A supplier website can prove that the supplier publicly presents an OEM service, but it remains a supplier statement. An independent investigation can identify a risk that deserves a response, while not becoming a court judgment. The source type and limitation must be stored with the claim.
Internal-confirmed evidence includes supplier materials, project records, visits or commercial experience that have not been independently published or cleared for public use. It may guide sourcing work. It should not be transformed into an external endorsement merely by removing the source label. If Moxa Sourcing has visited or purchased from a supplier, the public trust claim still needs dated evidence, appropriate redaction and permission to use the supplier identity and images.
Sample-required evidence closes questions about the chosen physical reference. Burn behavior, adhesion, leakage, sprayer performance, fill, pack count, dimensions and visual consistency depend on the exact SKU. They cannot be resolved by a regional statistic or corporate registration. Buyer-market decisions cover classification, registration, final label and claims, importer identity and clearance. Those decisions require the destination and intended use, not just a Chinese supplier document.
Missing evidence is a gate. A missing current certificate, unexplained company-history conflict, absent formula, unavailable visit record or lack of publication authorization is not filled by persuasive copy. The public website can state what a buyer should request or what remains to be completed. The project file assigns an owner and deadline. If the missing item is critical to legality, identity or the approved product, the order pauses.
| Evidence state | What it can support | What it cannot support | Next action |
|---|---|---|---|
| Public verified | Specific fact in a dated accessible source | Unrelated products or current conditions beyond the source | Cite, scope and review |
| Internal confirmed | Internal supplier selection and project knowledge | Independent public endorsement | Redact, authorize or keep internal |
| Sample required | Acceptance of the exact physical configuration | Destination-market authorization | Test and record against specification |
| Buyer-market decision | Classification, label, claims and importer route | Factory production capability | Assign to buyer, importer or qualified adviser |
| Missing evidence | A transparent request or pause condition | A positive marketing claim | Obtain, verify or reject |
How does desktop verification work before a visit?
Desktop verification resolves identity, public scope and obvious conflicts before time is spent on travel, samples or commercial negotiation.
The first step is to normalize the company name. Chinese and English names, marketplace display names, brand names and related companies can differ. We record the exact legal entity, unified social-credit information where available, registered address, proposed production site and invoicing party. If a catalog uses a group history or predecessor experience, the relationship must be documented. Otherwise, the current legal entity’s own establishment record is the safe public statement.
The second step is scope. We examine what the public record actually covers. The XianCao record identifies prepared Chinese medicine processing that includes moxa wool and moxa rolls at a stated site and validity. The Hubei health notice identifies a liquid antibacterial or bacteriostatic production scope for a named company and period. Neither record should be used as a badge over a full catalog. The verification file links the source to the specific product family for which it may be relevant.
The third step is origin and intellectual property. If a Qiai name or special mark is proposed, the file checks the published authorized-user directory, its data date, the company identity and current confirmation. If a supplier logo, factory photo or certificate will appear on the Moxa Sourcing website, public availability is not treated as permission. Written authorization must describe which assets and relationship wording are permitted.
The fourth step is conflict search. We compare dates, addresses, stated experience, certificate holders and media reports. The goal is not to disqualify a supplier for every discrepancy. It is to identify which explanation and evidence are required before the supplier is presented to a buyer or the public. A conflict that affects legal identity, product claims or label governance receives enhanced review.
What does a factory visit verify, and what does it not verify?
A visit verifies observed people, site and process conditions on a date; it does not prove every catalog claim, every future batch or destination-market compliance.
Before the visit, the team selects the SKUs and processes to follow. A generic tour can spend most of its time in a showroom and still leave the critical production step unseen. For a moxa consumable, the route may include material storage, preparation, forming, wrapping and packing. For a patch, it may include formula or heat-material preparation, dosing, substrate conversion, pouch sealing and finished inspection. For a liquid, it may include mixing or filling, closure, coding and retained-sample handling.
The visit record includes the date, attendees, exterior identity, address, areas observed, process notes, documents shown and questions that remained open. Photographs are tied to a caption and observation. If a displayed process belongs to another legal entity or partner workshop, that relationship is recorded. If the supplier cannot show a process during the visit, the file states that it was not observed rather than assuming it exists from catalog images.
A visit is especially useful for operational questions: how materials are identified, how versions of packaging are separated, where batch codes are applied, how in-process checks are recorded, whether finished goods are quarantined before release, and who decides corrective action. These observations help design the specification and inspection plan. They do not substitute for product testing, a current certificate or the buyer’s destination-market review.
Public use of visit materials requires a separate permission decision. The supplier may allow project inspection but not public photography. Employees or confidential customer products may appear in images. Before publication, the record needs supplier approval, image selection, privacy review and accurate captions. Until then, Moxa Sourcing can state its verification method and request the evidence without presenting the visit as a public endorsement.
- Follow the proposed SKU instead of accepting only a showroom tour.
- Match the observed site to the legal and manufacturing entities.
- Record subcontracted or related-company processes explicitly.
- Separate observed facts from documents shown and supplier explanations.
- Capture batch, material, packaging-version and nonconformance controls.
- Obtain publication authorization before posting names, people or facility images.
How are samples and purchase records used as relationship evidence?
They show that real product work occurred, but they must be redacted, tied to the right supplier and separated from claims about quality or endorsement.
A marketplace screenshot proves discovery. A sample request, invoice, purchase order or contract can show a commercial relationship. A robust trust file retains at least one record for each named supplier, with prices, bank data, customer details and confidential terms removed. The visible portion should still show supplier identity, date, product category and stage. If a related company issued the invoice or made the product, the file explains that structure.
The physical sample adds product evidence. It is coded, photographed and compared against a prepared checklist. A sample can demonstrate dimensions, pack configuration, construction and observed performance under the recorded method. It cannot prove future bulk conformity until the sample is converted into a written production reference and the supplier agrees to change control. The trust claim should be ‘a documented sample workflow exists,’ not ‘all production is always identical.’
A complete first-party case is more persuasive than a wall of partner logos. It can show the buying brief, candidate references, selected sample, written specification fields, artwork approval and inspection checkpoints while hiding the buyer’s confidential values. For the Moxa Sourcing launch, that type of case still needs to be completed and cleared for publication. Until it is ready, the site should describe the required evidence and avoid presenting a planned workflow as an already audited system.
The buyer or importer remains part of the record. The sample may be technically acceptable while the intended claims or category are still unresolved. The project cannot turn that gap into a factory responsibility after production. The approval sheet should contain a separate buyer-market gate for classification, registration, final artwork, importer arrangements and clearance documents.
How is the Henan Huainan Hall conflict handled?
It is treated as an open enhanced-due-diligence case, not hidden, minimized or converted into a positive partner claim.
Henan Huainan Hall has a public international-facing presence and an English product catalog. Its catalog states an establishment date of 2015 and ten years of experience. The public corporate-information record reviewed for the current named legal entity lists a March 2022 establishment date. A Nanyang government article independently supports the company’s presence at the Yangying Village industrial-park location. The address alignment is useful; the date conflict remains unresolved.
The required closure is documentary. The supplier should explain whether the 2015 date refers to a predecessor, related company, founder experience or group activity, and provide records connecting that history to the current legal entity. Until that explanation is verified, public copy should use the current entity’s documented 2022 date or omit the experience claim. The site should not repeat the catalog’s ten-year statement merely because it is written in English.
A 2026 Beijing News investigation also linked a customized herbal-pad product manufactured by Huainan Hall to misleading or fabricated technical-support language within a related-company arrangement. The report is adverse media, not a judicial finding. It is nevertheless directly relevant to label governance, customer artwork review and the reliability of claims on customized packaging. Ignoring it would conflict with a sourcing partner’s promise to make risk visible.
Enhanced due diligence therefore requires a signed company response, the related-company structure, corrective action, current legal records and a packaging-approval procedure that defines who reviews claims before printing. Until that review closes, Huainan Hall is not used as a flagship public trust endorsement. Individual product references may continue through internal evaluation only with heightened label and claims controls. The decision can change when the evidence changes, but the current boundary is explicit.
| Open issue | Current public evidence | Required closure | Public treatment meanwhile |
|---|---|---|---|
| 2015 versus 2022 history | Supplier catalog and current corporate-information record differ | Predecessor, group or founder-history documents | Do not publish the ten-year entity claim |
| Industrial-park location | Nanyang government source supports local presence | Current business license and production-site record | May cite location only with source and scope |
| Adverse media | 2026 independent news investigation | Signed response, related-company explanation and corrective action | Disclose due-diligence status; no flagship endorsement |
| Packaging claims control | Risk raised by reported customized packaging | Artwork approval SOP and responsibility matrix | Require enhanced review for every proposed label |
What causes a supplier to pass, pause or fail verification?
The outcome depends on whether critical identity, product and responsibility questions are closed before the relevant commercial commitment.
A pass is product-specific. It means the legal and manufacturing parties are known, the site and relevant process are credible, the sample is approved, the written specification is accepted, quotation scope is aligned and critical destination-market actions have owners. It does not grant a permanent universal status to the company. The file is reviewed when the SKU, formula, site, certificate, artwork or market changes.
A pause means the route may still work, but a material gap remains. Typical reasons include an expired or nearly expired license, an unexplained company relationship, a missing complete composition, a certificate whose scope does not match the SKU, a sample that requires a component revision or adverse media that has not received a documented response. The pause is useful only when it names the required evidence and the decision owner.
A fail occurs when the supplier cannot establish the manufacturing party, refuses to define critical product attributes, will not accept change control, provides documents that cannot be reconciled, makes material substitutions without approval or asks the buyer to publish claims unsupported by the chosen market path. A failed route can sometimes be reopened with new evidence, but commercial urgency does not lower the gate.
Verification also includes our own transparency. Moxa Sourcing still needs a complete public legal-entity pack, current partner-publication authorizations, dated visit evidence and a redacted sample-to-specification case before all intended trust claims go live. These are recorded as launch evidence gaps. The website can teach buyers how to ask for them while stating that the materials are still being completed.
| Outcome | Meaning | Typical evidence position | Commercial action |
|---|---|---|---|
| Pass for sample | Enough identity and process fit to request physical references | Entity and product route are credible; questions are recorded | Order samples only |
| Pass for production | Approved sample and specification control the order | Critical documents, artwork and responsibility gates are closed | Release deposit or bulk stage under written terms |
| Pause | Potentially suitable with a material open item | Missing, conflicting or time-limited evidence | Do not cross the affected commitment gate |
| Fail | Risk cannot be controlled under the proposed route | Identity, product or execution evidence is unacceptable | Reject or redesign the supply path |
What should a buyer receive from the verification process?
The buyer should receive a concise decision file that makes the source, limitation, sample status and next gate easy to audit.
The file begins with the proposed product and supplier identity. It lists the legal seller, actual manufacturer, site, product family and any partner process. Public sources appear with titles, publishers, dates and notes explaining exactly what they support. Supplier materials are labeled as supplier statements. Internal visit and commercial evidence is listed with publication status. Nothing is described as independently verified merely because it is persuasive.
The second part is the product record: reference code, sample received, comparison outcome, formula or material status, pack configuration, specification version and missing tests. The third part is the responsibility matrix. The factory owns manufacture to the agreed specification and the documents it agreed to provide. Moxa Sourcing owns the coordination scope. The buyer or importer owns destination classification, registration, final label and claims, clearance and local sale authorization unless qualified services are separately contracted.
The final part is the decision log. It records pass, pause or fail; the reason; the evidence needed next; and the owner and date. This helps overseas teams avoid losing critical decisions inside messaging applications. It also makes supplier changes manageable. If the factory proposes a new pouch, formula, material or site, the log identifies which approvals and tests must be reopened.
Verification cannot remove every risk. It can make the important risks visible before they become finished inventory. That is the standard buyers should apply to a China-side mugwort sourcing partner: not whether it claims perfect factories, but whether it can show how a statement was checked, how a product was approved and how an unresolved problem changes the commercial decision.
Sources and evidence notes
Public sources help frame terminology, specifications and buyer questions. They do not prove that every factory, formula or destination-market requirement is identical.
